3. Editorial Governance and Management Structure
IJCE is governed through an editorial structure consisting of the Editor-in-Chief, editorial team, peer reviewers, and supporting journal personnel.
The Editor-in-Chief provides academic and editorial leadership and holds primary responsibility for overseeing the integrity, quality, and consistency of the journal’s editorial processes.
The editorial team is responsible for coordinating manuscript evaluation, selecting qualified peer reviewers, assessing research quality, ensuring compliance with publication ethics, and maintaining the academic standards of published articles.
Peer reviewers contribute independent scholarly assessments based on their areas of expertise, while manuscript editors and administrative personnel support editorial preparation, publication quality, and journal operations.

4. Editorial Independence
IJCE upholds the principle of editorial independence as a fundamental requirement of credible scholarly publishing.
Although the journal operates under the institutional administration of Universitas Garut through the Faculty of Entrepreneurship, editorial decisions are made independently based on academic considerations.
The acceptance, revision, or rejection of manuscripts must be determined by their originality, scholarly contribution, methodological rigor, relevance to the journal’s aims and scope, and compliance with ethical standards.
The publisher, institutional administrators, financial supporters, sponsors, and other external parties must not improperly influence editorial decisions.
Editorial decisions must not be affected by the authors’ institutional affiliations, academic positions, personal relationships, nationality, or other considerations unrelated to scholarly merit.
Any actual, potential, or perceived conflicts of interest involving editors or other individuals participating in manuscript evaluation must be disclosed and managed in accordance with IJCE’s Conflict of Interest Policy.
5. Financial and Administrative Transparency
IJCE recognizes that transparent financial and administrative management contributes to the credibility and sustainability of scholarly publishing.
The publisher and journal management are responsible for ensuring that information concerning applicable publication fees, financial support, sponsorship arrangements, and other relevant sources of publication revenue is disclosed through the journal’s official website.
Any financial or institutional support must not compromise editorial independence or the integrity of the peer-review process.
The journal’s publication fees, if applicable, are governed by its publicly available author-fee policies. Financial considerations must not determine the academic acceptance or rejection of manuscripts.
The institutional ownership and management of IJCE do not supersede the intellectual property rights of authors. Copyright ownership and permitted reuse of published works are governed by the journal’s applicable Copyright and Licensing Policy.
6. Accountability and Publication Ethics
IJCE is committed to responsible editorial governance, transparent publishing practices, and continuous improvement of its journal management.
The publisher and editorial team share institutional responsibilities for maintaining an environment that supports research integrity, objective peer review, ethical publishing, and reliable scholarly communication.
Editorial concerns involving research misconduct, conflicts of interest, post-publication discussion, corrections, or retractions are addressed through the journal’s established editorial policies.
IJCE follows internationally recognized principles of publication transparency and research integrity, particularly the recommendations of the Committee on Publication Ethics (COPE) and the Principles of Transparency and Best Practice in Scholarly Publishing developed by COPE, DOAJ, OASPA, and WAME.
Reference to these principles expresses the journal’s commitment to responsible publishing practices and does not imply formal membership in these organizations.
